A European Commission initiative, run by DG Enterprise & Industry, aimed at promoting innovation in several key sectors also through the leverage of public procurement

European Local Energy Assistance (ELENA)

Many EU towns and regions lack the necessary technical expertise and organisational capacity to implement large energy efficiency and renewables projects. The benefits of cutting energy use and pollution are clear, but the challenge is to guarantee value for money and timeliness, as well as securing extra funding. ELENA (“European Local ENergy Assistance”) is there to help. Run by the EIB, it is funded through the European Commission’s Intelligent Energy-Europe programme. Procura Plus - Project promoted by ICLEI – Association of Local Governments for Sustainability aimed to:
- Support public authorities in implementing sustainable public procurement
- Promote achievements of public authorities interbationally
- Foster exchange on good practice from public procurers and experts internationally

EcoProcura conference
The EcoProcura conference series is the only European-wide forum to promote exchange and dialogue amongst purchasers from all levels of governments, suppliers, policy-makers and multipliers on strategies and the latest practical solutions on SPP. The eighth edition of the EcoProcura Conference series, to take place on 19-21 September 2012 in Malmö (Sweden).

EU Projects

Pro EE – Public Procurement boosts Energy Efficiency
Pro EE is a project funded under Intelligent Energy Europe Programme, which aims at to improve energy efficiency through sustainable public procurement. For this purpose, pro-EE brought together producers and consumers, implemented energy-efficient Green Public Procurement (GPP) procedures in local administrations, and organised training for municipalities’ procurement staff.

FRESH Project
FRESH – Financing energy Refurbishment for Social Housing – is a European Intelligent Energy Europe project that aims to pave the way and demonstrate to Social Housing Operators that Energy Performance Contract can be used for low energy refurbishment on a large scale.

Low Carbon (LCB) Healthcare
The Low Carbon (LCB) Healthcare project aims to stimulate demand for innovative low-carbon solutions for the healthcare sector by providing procurement decision makers with the  knowledge and tools to achieve more sustainable buildings within their budget constraints.
