EFFECT partnership involves Regional and Innovation Development Agencies, Energy Agencies, Research Institutes, Local Authorities and Chambers of Commerce, covering 8 SEE countries, to develop a joint approach towards sustainable and eco-innovative economy acting both on demand and supply side to actively boost the Regions toward energy efficiency.
All partners act on national regional and local level and involve all different typology of stakeholders (public and private), thus guaranteeing a successful definition of the EEPP process.
Partnership composition facilitates the dialogue with all public authorities responsible for programming and tender drafting, supporting them to increase their knowledge and competences on EEPP procedures, and with the private sector in order to orient their products and process management towards energy efficient applications.

SVIM, Development Agency of Marche Region has been established by Regional law n.17 of June 1st, 1999. In December 2005, with Regional law n. 33 Marche Region became the only shareholder of SVIM.

The Mission is to contribute to the development and the implementation of local, european and International projects in compliance with Regional Guidelines. The model for territorial development promoted by the European Union aims to support projects developed on local basis through the cooperation of public and private bodies, in a bottom-up logic. In this scenario, Svim is the Marche Region's centre of competence to transform programs for local development into projects to obtain European financing. Svim thus represents a bridge between the Marche Region and Europe. In fact it operates in two directions:
1.development and implementation of projects deriving from our region's realities;
2.interventions on EU level which can impact at a local level.
In accordance with the Regional Public Authority has started since the 2006 a strategy on the development of initiatives and processes aimed to make the local Communities aware of the importance to efficiently use the energy sources, and to foster the adoption of Renewable Energy Sources by local stakeholders and key actors.

Regional Energy Agency - is a permanent and operative body in Regione Abruzzo, set up by Regional Law No 6 of 8th February 2005 art. 64.
The activities are primarily related to improving the management of energy demand by promoting energy efficiency, to promote better utilization and better management of local and renewable resources, optimize production costs, to support research aimed at the best possible exploitation of energy supply, management of regional functions in the field of energy. JSI - Jožef Stefan Institute (SLOVENIA)
The Jožef Stefan Institute (JSI) is the leading Slovenian technological institute, complementing the role of the universities and bridging the gap between science and applications. It has a staff of approximately 850 people specialised in research in physics, chemistry and biochemistry, electronics and information science, nuclear technology, energy utilization and environmental science. The Institute is primarily financed by the Government through the Ministry of Higher Education, Science and Technology mainly on project basis but with continuity provisions. The Institute devotes a considerable amount of effort to transferring the results of its research and knowledge to productive applications and to the market and it has established many links with industrial enterprises, Government departments and other organisations. Since 1985 more than 800 postgraduate students have gained their MSc. and Ph.D. degrees at the Institute.
Jožef Stefan Institute – Energy Efficiency Centre (JSI/EEC) is engaged in research, development and consulting in the field of energy efficiency, energy planning, renewable energy sources and environmental protection issues. JSI/EEC employs 14 permanent staff members, out of which 13 have a university degree – 5 members have B.Sc in engineering or other, 7 M.Sc and 1 Ph.D. The JSI/EEC is a focal point for the collection and transfer of energy efficiency technologies to energy users, the state, energy service and equipment providers, and other interested agencies. At the same time it covers environmental effects of energy use and conversion. The most significant part of the JSI/EEC activities is thus cooperation with state institutions in the field of efficient energy use, energy planning, environment taxes and emission trading; nevertheless it still remains strongly connected, by its consulting role in energy, with industrial companies and institutions. Research and development work of the JSI/EEC staff have had an important contribution to the preparation of key documents in Slovenia in the field of energy efficiency and transition of Slovenia to low carbon society, at the same time supporting industry to increase competitiveness and development restructuring. During the last decades, the JSI/EEC is intensively engaged in EU programmes (Phare, SAVE, Altener, RTD Framework Programmes, Intelligent Energy for Europe, etc.) and bilateral international projects. The most recent IEE projects include: COGEN Challenge, BESS, Greenbuilding, OPET Network, EUREM, New Greenlight, Motor Challenge, EurObserv`ER, Odyssee-Mure, CODE, CA ESD, EESI, ChangeBest. Projects include cooperation with research and development organisations from Europe with a strong emphasis on concrete applications and promotion of energy efficiency. In the framework of each project JSI/EEC staff took part in numerous foreign professional meetings and visits. The JSI/EEC is a Slovenian national member in COGEN Europe, the European association for promotion of cogeneration.

PLOVDIV CHAMBER OF COMMERCE AND INDUSTRY (PCCI) is a non-government, non-profit organization, unifying representatives of the business community of a region covering a population of 1,2 million and more than 30,000 companies. It has been re-established in 1990 as a successor of the Plovdiv Chamber set up more than 115 years ago. The Chamber is currently based on the following principles: voluntary membership; self-management; independence from state institutions.
MAIN OBJECTIVES Support and promotion of its members’ interests, public guarantees for the private entrepreneurship, assistance in the restructuring of the regional economy, stimulation and protection of foreign investments and a general support of the international economic exchange, collaboration with EU structures.

The Centre for Renewable Energy Sources and Saving (CRES) is Greek national co-ordination centre in its areas of activity and its team comprises more than 120 qualified scientists with a specialization in the energy sector and long time experience in issues related to energy efficiency and renewable energy sources. The centre has been involved directly with national and European projects concerning the incorporation of sustainable procurement in the public sector in regards with energy efficiency. This participation in projects involving other Member States willed its team with experience with the relevant energy efficiency issues in the public sector at European level, along with the identification of legislative, regulatory and technical barriers that may embed difficulties in the implementation of energy efficient public procurement. CRES has also vast experience in market analysis and the examination of the economic viability of RES and EE technologies and studies considering innovation and environmental aspects. Over the years, CRES has participated in more than 700 European and national projects. These include R&D projects, demonstration projects, development of energy information systems, feasibility studies, technical and economic studies, market research, as well as training and promotional activities on the RES/RUE/ES related issues. CRES has participated in a number of projects related with energy efficiency and green public procurement (GPP). Among the most important fields of involvement relative to the current project is the participation in the European project Pro-EE, aiming at improving the energy efficiency of public authorities through innovative sustainable procurement.

The prime objective of IFZ’s interdisciplinary team of 25 experts is to contribute to socially and environmentally sound, sustainable and gender-equitable technology design. The IFZ has five research units one of them is called “Ecological Product Policy”. The main topic of this research unit is “Green Public Procurement” (GPP). For more than 10 years, the research unit offers the information centre “Procurement Service Austria” in the course of which public procurers are supported to write green tenders and to procure green products and services. Next to the “Procurement Service Austria”, we are part of the European project “SCI Network” that establishes a network of public procurers responsible for construction and renovation. The aim of the network is to support (technical) innovation in the field of buildings. We also do research, for example in the field of product-service-systems.

ADR NORDEST – North East Regional Development Agency (ROMANIA)
Established in 1999 through the association of the 6 counties in North-East Romania and by the enforcement of the Law no 151/1998, North-East Regional Development Agency is a reference organization for regional development system in Romania. As a public utility NGO, the agency’s mission is to generate economic and social development in the North-East Region of Romania by developing strategies, attracting resources, identifying and implementing financing programs and offering services for encouraging sustainable economic development, partnerships and entrepreneurial spirit. By participating in EFFECT project, North-East RDA makes important steps towards achieving its objectives of:
- Stimulating intra and interregional partnerships as well as the international ones through promoting projects of common interest;
- Promoting innovation, know-how and technology transfer by consolidating the link between the business, research, technological and scientific environments;
- Promoting regional opportunities in order to attract Romanian and foreign investors.
Our achievements of more than 12 years of activity make us proud and confident as far as the following time period is concerned: 85% allocated pre-accession PHARE ESC funds absorption rate within more than 685 implemented projects, over 5,000 new jobs created. North-East Regional Development Plan 2007-2013 will be mainly implemented trough Regional Operational Program that allocated to our region 654mil.Euro. More than 1100 projects submitted for being funded under this program until today indicates the amount of needs to be covered, but above all, the trust for professional capacity of RDA North-East to deliver efficient implementation. Together with our collaborators, either project beneficiaries, members of North-East Regional Development Board, colleagues from various ministries or international partners, we are making efforts in mobilizing regional resources to reach our major goal - upgrade development level of our region.

Established in 1999 through the association of the 6 counties in North-East Romania and by the enforcement of the Law no 151/1998, North-East Regional Development Agency is a reference organization for regional development system in Romania. As a public utility NGO, the agency’s mission is to generate economic and social development in the North-East Region of Romania by developing strategies, attracting resources, identifying and implementing financing programs and offering services for encouraging sustainable economic development, partnerships and entrepreneurial spirit. By participating in EFFECT project, North-East RDA makes important steps towards achieving its objectives of:
- Stimulating intra and interregional partnerships as well as the international ones through promoting projects of common interest;
- Promoting innovation, know-how and technology transfer by consolidating the link between the business, research, technological and scientific environments;
- Promoting regional opportunities in order to attract Romanian and foreign investors.
Our achievements of more than 12 years of activity make us proud and confident as far as the following time period is concerned: 85% allocated pre-accession PHARE ESC funds absorption rate within more than 685 implemented projects, over 5,000 new jobs created. North-East Regional Development Plan 2007-2013 will be mainly implemented trough Regional Operational Program that allocated to our region 654mil.Euro. More than 1100 projects submitted for being funded under this program until today indicates the amount of needs to be covered, but above all, the trust for professional capacity of RDA North-East to deliver efficient implementation. Together with our collaborators, either project beneficiaries, members of North-East Regional Development Board, colleagues from various ministries or international partners, we are making efforts in mobilizing regional resources to reach our major goal - upgrade development level of our region.

DAFNI is a Network of island local authorities aiming at creating opportunities and supporting initiatives for the sustainable development of the Aegean Sea islands. DAFNI’s activities fall within the following key areas:
- Promotion of a balanced economic growth in the islands taking into account environmental and cultural standards, as well as social concerns
- Approach of the regional development through qualitative tourism, social participation and innovative structures
- Exploitation of the potential of renewable energy sources of the islands and promotion of energy saving practices and rational use of energy principles, including public procurement.
- Promotion of desalination units combined with renewable energy sources applications
- Support to new waste and water management schemes
DAFNI is actually comprised of 29 Aegean islands. Every member is committed to plan and implement a number of activities within the key sectors identified and achieve a number of concrete targets, which are subject to external certification. In 2009 DAFNI became a Covenant Supporter for the Aegean Islands within the Covenant of Mayors and was also a founding member of the Pact of Islands movement, an initiative embracing European island authorities that commit to take concerted action in line with the EU 2020 energy targets. Within the Pact of Islands, DAFNI provides technical assistance to the signatories from the Aegean region and assists them in sustainable energy planning and in developing projects that would lead to the reduction of their CO2 emissions. Finally, through networking at National and European level, DAFNI aims to facilitate the implementation of activities that have environmental and economic benefits for the local communities of the islands, to enhance employment and trigger local economies towards a sustainable economic growth.

Today the voluntary based chamber system is supported by abt. 30.000 companies and thus the chamber represents more than two thirds of the generators of Hungarian GDP. The philosophy of the HCCI is to promote the interests of entrepreneurs and of the general economy in a manner that it is politically neutral but based on an efficient dialogue with the political actors. The mission of the Chamber is to foster the development of the economy, the safety of business transactions and fair market practices and the representation of the common interest of those carrying out business activities. The objective of the HCCI is to strengthen small and medium sized enterprises, by increasing their competitiveness and fostering their co-operation with the business world of other countries. The Chamber fulfils its tasks by providing the following services: transferring business information and business offers, issuing trade documentation (Certificate of origin, ATA carnet), organizing information sessions, trainings, seminars, providing financial support for SMEs (Széchenyi Card System), co-ordinating vocational training issues between schools, companies and the government (apprenticeship etc.), operating a representative office in Brussels, bilateral committees in Hungary and bilateral chambers in the neighbouring countries.

North Aegean Region (GREECE )
The region of the Northern Aegean consists of 3 provinces, the prefectures of Lesvos, Chios and Samos with 9 inhabited islands (Lesvos, Lemnos, Agios Efstratios, Chios, Inousses, Psara, Samos, Ikaria and Fournous), of a total extent 3.836 sq.km.
- The prefecture of Lesvos, of a total extent of 2.154 sq.km., including as main islands Lesvos, Lemnos and Agios Efstratios includes 17 municipalities and one community.
- The prefecture of Chios, of a total extent of 904 sq.km., including as main islands Chios, Psara and Inousses includes 10 municipalities.
- The prefecture of Samos, of a total extent of 778 sq.km., including as main islands Samos, Ikaria and Fournous includes 8 municipalities.
The total population of the islands that compose this region, according to the census 2011, is 197.810 inhabitants, with a distribution of 102.600 inhabitants in the province of Lesvos, 52.590 in the province of Chios and 42.620 in the province of Samos. If we wanted to highlight the main characteristics of the region of Northern Aegean, we would underline the following:
- its insular character
- the features of each island separately, features that have to do with the physiognomy of the islands in various fields, starting from the social and the economic one, followed by the cultural and the historical sector.
Referring to the “insular character”, we need to emphasize the special characteristics of the insular regions, which usually emerge as problems, but sometimes as comparative advantages. For example, we could mention the following:
- The isolation of the insular regions
- The distance that divides them from the continent, with any potential consequence
- The difficulties in transports and communications
- The difficulties in energy production
- The obstacles which hinder the development of certain productive and economic sectors, such as the industry e.t.c, elements that give peculiarity to our islands and bring about certain additional problems to their progress.
The economy of the three Provinces of the Region of the Northern Aegean is mainly based on the primary sector and the services, with the tourist sector making important progress during the last years. Unfortunately, there are some negative elements concerning the economy of the islands, which we are trying to change through continuous and methodical work, in the interest of the islands’ inhabitants.
The Region is marked by its particularly rich natural environment with very important ecosystems. A considerable number of areas in our islands have been integrated in the NATURA-2000 Network.
The University of Aegean has its headquarters in Mytilene (Lesvos Island) and is also located on several islands of the North Aegean Region. The University Units (Schools and Departments) are located on five different islands in the Aegean Sea ( i.e. Lesvos, Chios, Samos, Syros and Rhodes), thus making the University of the Aegean a pioneer University-Network. Both the natural beauty of the Aegean Sea and the innovative nature of the University become poles of attraction and bases of research- and knowledge-environments.
